General Statement or Primary Purpose

Under limited supervision, specialized skilled technical work related to small project design, drafting, Level 1 building inspections and construction monitoring. Work involves assisting in the design of smaller county buildings and projects, overseeing the construction of county projects designed by others, reviewing construction plans and specifications, estimating construction project costs and assisting in enforcement of construction standards for private development. Employee is responsible for assisting the Director of Building Services in administrative functions including budget preparation. Reports to the Director of Building Services.

Duties and Responsibilities or Knowledge, Skills, Abilities

Provides estimates for small scale construction projects.

Provides CAD generated drawings for County projects.

Performs preliminary building inspections.

Maintains current building floor plans and facility drawings.

Monitors construction in progress.

Assists in preparation of request for proposals (RFPs) and contracts and receives competitive bids for various county services and projects.

Performs technical consulting to other County departments, including preparing cost estimates and budgets for these departments relative to construction projects as required.

Supervises the design of Small County construction projects.

Participates in space allocation to various functions.

Performs duties related to special projects such as water and sewer planning.

Coordinates contacts and payments (monthly or annual) to Government agencies, contractors or corporations for short and long services for facilities owned or leased such as Emergency Electric Generators, Solar Water Heating, Performance Contracting, Underground Tank Operating Permits and periodic inspection and maintenance of storm drainage.

Performs other related work as required.

Minimum Education and Experience

Associates degree and 5 years of experience in building construction, facilities management, public works or engineering work; or any equivalent combination of education, training and experience which provides the required skills, knowledge and abilities.
