| Primary Purpose of Organizational Unit | Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university. Enterprise Data Services provides enterprise data management, governance, analytics, reporting, and database administration services for ECU. The team develops and supports data platforms and business intelligence solutions that enable data-informed decision-making, improve operational effectiveness, and ensure the university’s data assets are secure, trusted, and strategically managed. |
| Primary Purpose of Position | The Director of Enterprise Data Services provides strategic leadership and oversight for the university’s enterprise data, reporting, analytics, and database environments. This position is responsible for establishing the vision, policies, standards, and long-term operational strategies that guide the management and use of institutional data as a strategic asset. The Director leads the ITCS Enterprise Data Services team and is accountable for the planning, delivery, security, governance, and continuous improvement of enterprise data platforms, including data warehousing, operational data stores, database systems, business intelligence and reporting environments, analytics platforms, and emerging data technologies. Working closely with executive leadership, academic and administrative units, and external partners, the Director translates institutional priorities and business requirements into technology-enabled data solutions that support decision-making, operational effectiveness, regulatory compliance, and strategic planning. The position is responsible for developing and executing short- and long-term plans related to staffing, budgeting, technology investments, service delivery, and organizational capability development. The Director also serves as the university’s primary liaison for enterprise data initiatives with regulatory agencies, peer institutions, professional organizations, and technology vendors. The position is responsible for developing and executing short- and long-term plans related to enterprise data strategy, governance, analytics, artificial intelligence readiness, staffing, budgeting, technology investments, service delivery, and organizational capability development. The Director also serves as the university’s primary liaison for enterprise data, analytics, and data governance initiatives with peer institutions, professional organizations, technology vendors, and strategic partners. Strategic Leadership and Data Innovation: Provides leadership for enterprise data strategy, governance, analytics, reporting, and database services by establishing organizational direction, identifying emerging trends, and aligning technology capabilities with institutional priorities. Develops and maintains strategic roadmaps for enterprise data platforms, business intelligence, analytics, and governance programs. Cultivates partnerships with campus stakeholders, higher education institutions, technology providers, and professional organizations to advance data-driven decision-making and innovation. Leads university-wide initiatives involving enterprise data, reporting, analytics, and database technologies. Provides executive oversight for the evaluation, design, implementation, and optimization of solutions that support the university’s academic, administrative, and research missions. Ensures enterprise data services effectively support institutional needs for data integration, reporting, analytics, governance, compliance, and operational decision support. Recommends organizational, administrative, and operational improvements to enhance the effectiveness, reliability, and scalability of data services. Data Governance, Policy, and Compliance: Leads the development and implementation of enterprise policies, standards, and best practices governing the management, security, quality, accessibility, and use of institutional data. Collaborates with university stakeholders to establish and maintain a comprehensive data governance framework that promotes data stewardship, accountability, consistency, and trust across the institution. Ensures compliance with applicable federal and state regulations, UNC System policies, audit recommendations, and industry best practices related to data management, privacy, security, retention, and reporting. Provides guidance and oversight for governance processes, data standards, metadata management, data quality initiatives, and enterprise reporting practices. Enterprise Project and Portfolio Leadership: Serves as executive sponsor for strategic and operational initiatives involving enterprise data, analytics, reporting, and database technologies. Collaborates with ITCS leadership, the Central Project Office, and campus stakeholders to ensure projects align with institutional goals, technology standards, and resource priorities. Provides executive oversight for project portfolios, including prioritization, resource allocation, risk management, and performance monitoring. Regularly communicates project status, challenges, opportunities, and outcomes to the Chief Information Officer and other university leaders. Ensures projects are adequately staffed, effectively governed, and delivered in accordance with established objectives, timelines, and service expectations. Organizational and Staff Leadership: Provides overall leadership, direction, and management for the Enterprise Data Services organization. Establishes operational priorities, performance expectations, service standards, and workforce development strategies that support reliable and customer-focused service delivery. Directs the recruitment, development, mentoring, and retention of professional staff while fostering a culture of collaboration, innovation, accountability, and continuous improvement. Oversees employee performance management, succession planning, training programs, and career development initiatives. Evaluates organizational effectiveness and implements improvements to ensure the unit remains responsive to evolving institutional and technology needs. Financial and Resource Management: Develops and manages the Enterprise Data Services budget and multi-year investment plans in support of institutional priorities and technology strategy. Evaluates funding requirements for infrastructure, software, professional services, staffing, capacity growth, modernization initiatives, and operational sustainability. Provides oversight for procurement activities, contract negotiations, vendor management, and technology licensing agreements. Ensures responsible stewardship of university resources while maximizing operational efficiency, service quality, and long-term value. Monitors expenditures, forecasts future needs, and aligns resource allocation with strategic objectives and service commitments. Key Outcomes: The Director ensures that ECU’s enterprise data ecosystem is secure, reliable, scalable, well-governed, and aligned with institutional goals. Through leadership in governance, analytics, database services, and strategic planning, the position enables data-informed decision-making, supports operational excellence, enhances institutional effectiveness, and advances the university’s mission through the responsible use of data and technology. The standard work schedule for this position will need to be adjusted to meet the position requirements, which include and are not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations. |

| Special Instructions to Applicant | This position requires the employee to reside within a reasonable commutable distance of the ECU main campus. “Reasonable commuting distance” is defined as a location that does not exceed a distance that can be safely traveled in two hours by automobile under average conditions of traffic, weather, and roads to employee’s assigned duty station in Greenville, NC. This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.
