Primary Purpose of Organizational Unit
The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Enterprise Risk Management, Information Technology and Computing Services, People Operations, Success, and Opportunity, Business Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $1 billion of activities within the University and its affiliated Foundations.

Within the Division of Administration and Finance, ECU Health Financial Management & Reporting (the Unit) is responsible for all financial accounting and budgeting for all funds sources within the ECU Brody School of Medicine and ECU Health Physicians, including State appropriated funds, indirect funds, institutional trust funds, contract funds, clinical funds and foundation funds. In addition, the Unit is responsible for medical contract management, and provides system accounting and financial reporting support to the School of Medicine.

Additionally, the Unit supports and is responsible for all accounting and financial administration of the ECU Medical & Health Sciences Foundation, Inc. and provides financial services support to the President of the ECU Medical & Health Sciences Foundation, Inc. and Chief Philanthropy Officer for ECU Health. This includes providing oversight of over $125 million in total assets, approximately $20 million in annual revenue (including $6-8 million of annual gifts), and approximately $7-10 million in annual expenditures that provide support to the ECU Health Sciences campus and its programs.
Primary Purpose of Position
The Accountant III is responsible for all accounting and financial activities of the ECU Medical & Health Sciences Foundation, Inc. (d/b/a “ECU Health Foundation”) and provides direct financial services support to the President of the Foundation and Chief Philanthropy Office for ECU Health. In addition, it is the responsibility of this position to ensure the fiduciary responsibility of these units to the donors, members, Boards of Directors of each unit, and to the University. This position also ensures that all Federal, State, Foundation, and University requirements/standard practices/policies are being followed, and that all financial statements and financial reports accurately reflect the activity and balances for the ECU Medical & Health Sciences Foundation.
This position reports directly to the Associate Vice Chancellor for ECU Health Financial Management & Reporting. The tasks and responsibilities include analysis and preparation of annual operating budgets and monthly operational budget reports for the Health Sciences Foundation; analysis of income with emphasis on potential unrelated business income reporting; oversight and review of reconciliations of pledge receivables, investments, charitable remainder trusts, Banner accounts, and contribution/revenue activity; preparation of interim financial statements and ad hoc financial reports and analysis; preparation for and communication with external auditors regarding the year-end audit requirements; oversight and review of sales tax reporting for the Health Sciences Foundation; coordination with external accountants for preparation of the Health Sciences Foundation’s Form 990, Form 990-T, and related schedules; development, implementation, and monitoring operation policies; and training and supervising team members.

Minimum Education, Knowledge, Skills, and Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate degree in accounting; or Associate degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
License or Certification Required by Statute or Regulation
Preferred Education, Knowledge, Skills, and Experience
Working knowledge of all accounting guidelines, principles and practices applicable for not-for-profit organizations and Universities. These guidelines include FASB, IRS, GAAP, GASB, AICPA, CASE, and the State of North Carolina. Ability to build and maintain effective working relationships with both internal and external constituents. Effective oral and written communication, analytical, and problem-solving skills.
