| Primary Purpose of Organizational Unit | The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Information Technology and Computing Services, People Operations, Success and Opportunity, Environmental Health and Campus Safety, Auxiliary Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University. Within the Division, Financial Services is responsible for financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources. Within the Financial Services Unit, Student Financial Services has three work units: the University Cashier’s Office, the Student Accounting Office, and the Office of ECU Collections. The Office of ECU Collections is responsible for the general administration, accounting and collection of campus based federal & state educational loan accounts and records. This includes the computing, receipting, & depositing of payments on such accounts, approving payment arrangements to repay such accounts, and approving & processing requests for deferment and cancellation of federal loans per U.S. Department of Education regulations. The Office also manages the collection process of past due non-enrolled student accounts. This process includes contacting borrowers to make payment and/or deferment arrangements, submission of accounts to the North Carolina Attorney General’s office and, when necessary, submission to outside state-approved collection agencies. The Office maintains and secures all legal documentation for outstanding loans and handles the proper cancellation, disbursal and storage of promissory notes and loan files. In addition, the Office of ECU Collections ensures the timely and accurate completion of required federal and state quarterly and annual reports. This reporting ensures that loan programs remain in good standing with the U.S. Department of Education, the U.S. Department of Health and Human Services and the North Carolina Department of State Treasurer. |
| Primary Purpose of Position | The primary purpose of this position is to support the University’s collections efforts for overdue balances related to accounts of non-enrolled students and other non-student receivables, while also supporting the administration of campus-based federal and educational loan programs. This consists of preparing ECSI (Educational Computer Systems, Inc.) related entries for loan payments received by the University, processing entries in the Banner ERP system related to student collections, assisting with quarterly & annual reporting such as the FISAP (Fiscal Operations Report and Application to Participate), performing account analyses and drafting related journal entries as needed, and performing other duties as assigned by the University Collections Manager. This position manages the referral of delinquent accounts to the North Carolina Department of Justice/Office of the Attorney General in accordance with the North Carolina Office of the State Controller’s receivables guidelines. The Accounting Technician also oversees the submission of overdue accounts to the North Carolina Department of Revenue for state income tax refund garnishment under the Set-Off Debt Collection Act (SODCA), and to the Office of State Budget and Management for collection under the State Employee Debt Collection Act (SEDCA). Account Review and Reconciliation – Monitors daily data feeds from ECSI, identifies any missing transmissions, ensures all feeds are properly posted to Banner, completes required journal entries, and performs additional analyses as needed. The Accounting Technician also reviews accounts for collection purposes, verifies outstanding balances, and prepares spreadsheets for collection letters, the Attorney General’s office, and collection agency portals. Additionally, this position identifies past-due student and non-student accounts across campus in accordance with University & State of NC policies. The Accounting Technician applies appropriate collection strategies based on these guidelines to resolve outstanding balances, including setting up payment plans, processing SODCA/SEDCA funds, and referring accounts to the Department of Justice/Office of the Attorney General and state-approved collection agencies. Files and Collections – This position is responsible for collection activities and maintaining thorough records to document those efforts, ensuring compliance with University, federal, and state guidelines. This includes the biweekly manual upload of updated SODCA and SEDCA files to the NC Department of Revenue. The Accounting Technician must adhere to the Family Educational Rights and Privacy Act (FERPA), the Health Insurance Portability and Accountability Act (HIPAA) and the North Carolina Identify Theft Protection Act when providing information to any individual or agency. Records, Reports and Amortization Schedules- Assist with data collection and the drafting of the FISAP, AOR (Annual Operating Report), Accounts Receivable, and other related reports. This position uses various reports to identify and analyze past due accounts for non-enrolled students. The Accounting Technician also updates individual amortization schedules for every non-student account monthly and is responsible for uploading all bankruptcy documentation received through the office to our University shared App, as well as filing Proof of Claim with the appropriate court offices.Other duties as assigned. |
