Job Summary

Under general supervision, supervises, directs, and participates in the work of Permit Officers primarily engaged in application intake, process management, application/permit approval, and scheduling of construction inspections. This position performs professional inspections and planning related work serving as a liaison between developers, contractors, other department/division staff and citizens. Utilizes the Review Coordinator Energov functionality by reviewing and managing development application processes and database. Work requires a very high level of customer service skills, a high degree of technical knowledge in the inspections and planning fields, along with exercising considerable independent judgment and the ability to make the process of development review understandable and customer friendly.

Responsible for oversight and ensuring data and logs are updated; compiling lists of past-due items; retrieving, responding to, and/or routing voice mail messages; processing permit applications and collecting fees; notifying customers of incomplete application packages; answering and logging incoming calls; responding to email correspondence; and assisting/providing front-line, in-person customer service. Devoted to providing centralized coordination and customer service for the City’s building permit review process including receipt, tracking, processing and managing of building permit-related requests for construction drawing reviews for residential, commercial building and trade permits. Provide customer service and transaction processing as part of the Building Inspections Division intake and review process and may formally report to varying City departments involved in the review process. This position reports to the Chief Building Inspector.

Examples of Duties

  • Supervise and direct Permit Officers in the operations associated with application intake, monitoring, approval and inspections of development projects.
  • Serves as liaison with other City departments (e.g. Engineering, Fire, Public Works) and outside agencies (i.e. Greenville Utilities, NC Department of Transportation, etc.) to ensure all development processes/information between departments function properly and troubleshoot any problems to reestablish normal functions.
  • Communicate with the general public, contractors, design professionals, homeowners, elected officials, and other staff regarding development plan reviews, application processes, and permitting and inspections procedures.
  • Utilizes Review Coordinator functionality in Energov, for development review cases by performing initial application completeness review, transmits and tracks cases through the technical review members in the associated review team (i.e.- Technical Review Committee (TRC), construction plan review team, etc.)
  • Enters application tracking information, service requests, citizen issues, and pertinent facts into electronic workflow software (Energov/Tyler).
  • Able to function as a point of contact between review staff and developers.
  • Maintains electronic and hard files in accordance with archive laws for all planning and development Energov applications.
  • Evaluates and recommends changes in policies, processes and technology in efforts to better streamline processes.
  • Composes and maintains correspondence, including information flyers and brochures.
  • Review for completeness and issue Commercial and Residential Building Permits including all Sub-Permits or Stand-Alone Permits associated with Commercial and Residential Projects, and Properties.
  • Processing and issuing Temporary Certificates of Occupancy, Certificates of Occupancy, Certificates of Completion, and Certificate of Compliance, after verification all required fees have been paid of assigned permits.
  • Assist Contractors, Citizens, and Public with the online portal as it relates to all permits.
  • Answer incoming calls as they relate to assigned permits.
  • Assist Field Inspection Staff as it relates to permit assignments with scheduling, permit information, and any additional needs they have related to scheduling or adjusting workflow.
  • Process payroll, travel, reconcile P-Card for division, and keep inventory as needed or requested items as approved by Chief Building Inspector.
  • Gather information and provide reports as defined by Chief Building Inspector. These include but are not limited to Monthly Report, Census Report, and Building Permit Report.
  • Assist other staff when needed.
  • Assist with maintaining EnerGov permitting systems as it relates to the Planning and Development Services Department.
  • Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:

  • Bachelor's degree from an accredited college or university with a major in urban planning, construction management, or a related field; and
  • At least 3 years of related experience working with diverse groups and the general public, with an emphasis on conflict resolution and problem-solving functions.
OR
  • Associate's degree from an accredited college or university with a major in urban planning, construction management, or a related field; and
  • At least 6 years of related experience working with diverse groups and the general public, with an emphasis on conflict resolution and problem-solving functions.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:
  • architectural and civil plan designs.

Special Requirements

  • Valid North Carolina driver's license and acceptable driving record.
  • North Carolina Notary Public or the ability to obtain within 90 days of hire.
  • Attain ICC (International Code Council) or NC Permitting Technician certification within 2 years of hire or at the discretion of the Chief Building Official.
